FIRST RF is offering a full-time position to assist in proposal preparation/budget development and financial analysis relating to government contracts.  The ideal candidate will be a team player, provide budget analyses and assist in new business proposals in a fast-paced engineering environment.


What You Can Expect

Essential Functions

  • Responsible for understanding and communicating RFP (Request for Proposal) requirements, developing and presenting cost kick-off briefings, pricing proposals, analyzing cost data in support of a compliant Cost Volume submittal
  • Interface with the proposal team (senior management, program managers, contracts, finance/accounting, and operations personnel) to ensure that proposal costing complies with all proposal requirements and FIRST RF policies and procedures
  • Facilitate the timely development of cost volume and cost elements in accordance with technical, management and cost specifications of a request for proposal (RFP).
  • Perform cost/price analysis and develop pricing templates and models to evaluate different strategies and “what-if” scenarios.
  • Develop and present price assumptions, financial summaries, and risk assessment to leadership prior to proposal submission.
  • Ensure the proper application of labor hour estimates, ODC, subcontractor, material requirements, and overhead pools.

Support and follow through on pricing strategies and perform risk and cash flow analysis.

  • In-depth understanding of FAR and accounting practices including audits, cost pools, rates, bid rates, and analysis of contract cost data.
  • Prepare financial section of business cases and proposals
  • Develop and evaluate budgets for program/project execution
  • Assist with monthly financial analysis of direct and indirect costs
  • Responsible for performing various weekly, monthly, and quarterly reporting
  • Prepare and submit customer cost and funding reporting
  • Collaborate with other team members throughout the organization including, accounting and program personnel to ensure timeliness and accuracy of financial data
  • Support quarterly program coordination and reviews (EACs)
  • Coordinate company-wide program summaries
  • Conduct ad-hoc analysis



Required Education and Experience

  • U.S. Citizenship required due to contract regulations
  • Pricing and estimating experience
  • 3 to 7 years’ experience in Finance
  • Bachelor’s degree required, with emphasis in Finance or Accounting preferred
  • Intermediate/advanced Microsoft Excel skills (pivot tables, vlookups and large data sets)
  • Proficient in Microsoft Word to assist with proposals
  • Ability to develop and present cost proposal financial data for review by management
  • Ability to juggle competing priorities and proven track record of meeting deadlines
  • Excellent interpersonal skills
  • Strong analytical skills and high attention to detail
  • Highly motivated to learn and expand skillset
  • Must be able to work independently with minimal supervision

Preferred Education and Experience

  • Local candidates will be given preference
  • In-depth understanding of FAR and accounting practices including audits, cost pools, rates, bid rates, and analysis of contract cost data
  • Financial modeling including overhead analysis, cash flow analysis, NPV and IRR
  • Demonstrated experience analyzing and presenting complex data in an easy-to-understand format
  • Ability to communicate technically-complex subject matter to all levels of the organization
  • Strong project management, analytical, problem solving, teamwork and communication skills required
  • Demonstrated process leadership
  • Experience working in a fast-paced, small company environment

Position Type/Expected Hours of Work

This is a full-time position at 40 hours per week.  Typical office hours include Monday-Friday, 8:00am-5:00pm, however these hours will vary based on workload and the manager’s discretion.  This job may require more than 40 hours of work per week as the need arises. No travel is expected for this position.
